I'm betting that instead of getting hats by being present at the event, we will buy them with candy cane shards and that the hat merchant will be around for a while after the event.
Why? - because we were told to save shards to show our support for Grenth or Dwayna and were also told, "Besides, you never know what somebody might trade for these once the festivities come to a close." What better way to show support for Grenth or Dwayna than by purchasing and wearing their hat? - plus the addition of the festival hat npc would seem to show that ANet is not intereseted in keeping hats as restricted as they were in the past. After all, people only asked for storage for the hats they had and ANet gave them that plus a way to make hats for all their characters.
And then, I bet that what we get for being present will be the rainbow candy canes (a morale booste granted to you for supporting the winning god- while the loosers will get a holiday present with the chance of charcoal)
just a guess

Flame on! haha jk. But yeah the Hat NPCs are permanent, I think it was Gaile Gray who said that. If we have to trade in CC shards for a hat, I think that's kind of lame. I think we're going to build the greatest candy cane ever! Everyone will contribute to this and in the end we'll have a candy cane that's the size of a statue like the one in Kamadan!

Just so everyone knows:
You can still get peppermint candy canes. In Lion's Arch, take one of the random presents to Scrappy Jhim. He will (and seems to be the only kid to do so) give you a present in return (not just a shard). In this present you can get (from what I've seen) a cc shard, an eggnog, a spiked eggnog, a snowman summoner, and yes... a peppermint candy cane.
Enjoy!

Could you please post the log? Even though I've registered for gwonline ( a long time ago), it has never let me log in, and their techies are no where as helpful as guru .

I dunno where i herd this one but i think that on the final day you have to use ur CC shards to bet on who (Dwayna or Grenth) will win some contest or other. I'm probably just imagining it though. (Probably got it from Guildwiki)

This shall answer your guess.

In other words, hats or head gear or "chapeau" as The Frog calls them are not something that you buy, or trade for, or craft. They are gifts, freely given, during the finale of special events. You may find yourself the proud owner of such a gift during the Wintersday Finales, of which there will be 9. The first starts at 12:01 a.m. PST (8:01 GMT) on January 1st. The last and final finale (if that makes sense) begins at 12:01 a.m. PST (8:01 GMT) on January 2nd. Yes, you must be present. No you cannot trade with others to obtain the gift. Yes, the Festival Hat NPC can make a copy of a single hat to share with all the characters on that account.
Hope that information helps!
